Does using Google Tag Manager (GTM) violate GDPR?

No. GTM's default settings do not violate GDPR. But you could potentially implement the tracking tools in GTM to track your users in a  manner that would violate GDPR.

That said, GTM is a  great tool for implementing GDPR compliance solutions. You can use GTM to help you make your tracking tags GDPR compliant, anonymize user IPs, and implement other GDPR  compliance related  solutions.
